I think that if he had been healthy he would have just dragged it out for book after book, and we might be waiting for Book 18 at one point (if any fans still remained...oh who am I kidding, there are brainwashed fans for every author).
Once he knew he was really sick, that it was amyloidosis and that he was probably going to die sooner rather than later, he did make a conscious decision to wrap up the series and so A Memory of Light was definitely meant to be one book, even if, as he said, we needed a cart to move it around.
