The whole point is precisely that there is nothing "simple" about that, especially not for the Wheel, which Jordan described as non-sentient.
That the Wheel would engineer strictly with breeding over 3000 years an individual with some many genetic characteristics identical to another individual, yet arrive at the same time at a very different individual (Rand is physically not much like LTT) sounds terribly, terribly far-fetched. There's far more than genetics you see, not only the ancestors of Rand would need all the right genes, but whole cultures would have to be micro-managed to arrive at this specific level as you see, it was also important that the last individuals, Rand's genitors, would be an Aiel clan chief and a daughter-heir of Andor. Imagine the complexity if to have each Hero at the right place and right time, the Wheel had not only to breed specific individuals over generations, but also micro-manage things so this individual is born in the right culture in the right time. It would mean each imbalance the Wheel needs a Hero to correct is foreseen millenia in advance, in which case there would be no point to having heroes, it'd be much easier to make a suitable person ta'veren.
That's ludicrous for a non-sentient mechanism. That's clearly not how it works. The characteristics/skills/experiences/talents of the Heroes belong with their souls, they are extremely useful to the Wheel because their personalities, their responses, their skills are strongly imprinted in their soul. The Wheel works by input/feedback. It spins out a Hero in answer to a situation where things are shifting out of the programmed parameters. They are so useful, because the Wheel has so much data collected about their "classic" responses over the Ages, they are quantifiable, predictable. All the Wheel has to do is ensure their soul is reborn in a baby suitable to its needs. In this Rand (and not necessarily the Dragon soul, but this specific incarnation) is a special case, because he's the answer not to a new imbalance but to one that never went away. The Strike at SG sealed it, that's why the Wheel could spin out so many Prophecies about the LB.
Only she would be able to feel the ores in the mountains nearby or make Cuendillar in a flash, but IMO any weave involving Earth created with a circle including Egwene would be more effective than the same circle with a woman weak in Earth instead of Egwene.
That contradicts Jordan's explanation. Special skills (and Egwene's affinity with Earth can only be described as such - it's an ability to work with Earth, not to draw it/contribute it to others) are not passed to the circle leader. What you don't seem to get in your head is that circle aren't fixed and "specialists" among the members are there so at some point they can take the lead for a part of the task. The members of the circle to heal Mat were chosen for trust first and strength second - not for their affinities for the flows involved in Healing. The members for the Bowl of the Winds circle were chosen for political reasons and raw strength, only the leader was determined based on her skills.
In your example, the control of the circle would simply be passed to Egwene for the part of the work that involves her special skills with Earth, then if she's not skilled to continue, control would pass to someone who can hold what she's done and finish it. That's why circles increase precision in the work so much: multiple leaders can in turn take control of a single task, instead of multiple people trying to combine each other's weaves.
