For the Pattern to simply arrange the right genetics in an individual so that when a certain soul lands in a certain body you have a Hero of the Horn and/or the Dragon etc... actually seems logical to me...
*shrugs* ... it's not particularly important since it's irrelevant to the series, just throwing out thoughts.
As to flow affinity, Egwene can't do anything except offer her strength in Earth to a circle. Only she would be able to feel the ores in the mountains nearby or make Cuendillar in a flash, but IMO any weave involving Earth created with a circle including Egwene would be more effective than the same circle with a woman weak in Earth instead of Egwene. The Talents clearly aren't passed along, but the strength in a Flow should be, else all circles would basically do is increase the power/deftness of the leader ... that doesn't fit with bringing in specialists to participate in circles.
