Is that we really don't know what the Seanchan are like in Avi's future visions. All we know about them we see from the Aiel's POV, and that sure as hell can't be trusted because the Aiel are twisted by their hatred of the Seanchan. The persecute the Aiel because well just look at what happened. The Aiel broke a turce over their sense of honor and then later dragged the neutral nations into their war. They were the aggressors here. Nor did they admit defeat or surrender, they kept on fighting until their ability to fight back as an organized resistance was destroyed. It's no wonder the Seanchan don't trust them.
