RJ meant that a woman at 70% of the female maximum can match a man at 70% of the male maximum, even though the man has greater raw strength, thanks to her greater dexterity.
But dexterity won't allow her to match a man at 75% or 80% of the male maximum. And that's what i'm saying. Asmodean is closer to the male maximum than Moghedien is to the female maximum.
