Yeah, though it makes me wonder how they got there, since they can't travel. A Waygate of course, but I can't think of what reason they would have to be near Ebou Dar.
Why can't it be the first move in a full blown assault? The Seanchan don't really believe in Shadowspawn. Why expose the threat if you're not going to go for broke? I expect to hear that the Rahad has been burned to the ground and Ebu Dar itself laid siege to. I'd be very surprised if other Seanchan forces and controlled cities weren't also attacked in short order. It would be a criminal waste of surprise not to do so.
