Cadsuane has a specific reason for not deferring to Nynaeve: she believes Nyn is not yet AS. If you think Elayne is doing this for the same reason...

To try and quantify the gap between Nynaeve and Egwene/Elayne through some vague reference to the "perceived" amount of deference the Amyrlin and the Queen of Andor (who also happen to be a close personal friends of Nynaeve) show to the Nynaeve is the idiocy here.
