It does not mean that their owner can't decide to have them strapped or maimed or simply killed.
b) it's hardly unique to property, as the plight of the ostensibly free working class in Randland shows. There is evidence in the text of Randland servants being starved, beaten, and raped without any furor. These are brutish pre-Enlightenment societies one and all.
There are plenty of good arguments against the Seanchan, but as they say, you are entitled to your own opinion but not your own facts. Lies don't help your case.
