They are going to surprise attack each major city using Portal Stones or Ways (I can't remember if Loial completely destroyed the Ways.
He damaged them so much that without a Talisman of Growth (or however was it called) it wasn't possible to repair them.
It wouldn't be very nice if a few characters spent something like half of the saga off-screen doing something... only to have that something to be completely pointless.
