Disagree. Perrin didn't do anything there, he just observed. When reading it I was looking for some sign that he might have done something but there was no indication that Perrin's presence mattered to Rand.
My impression was that Rands epiphany was entirely about him, had to be for it to mean anything. I don't think the Shadow Perrin witnessed hovering was any more of a factor than he was, which is to say, NONE. If the DO and Perrin have a tug of war with Rand as the rope it's not his personal anognorisis, and it's not like Perrin can spend every moment at Rands elbow waving the Shadow away so he stays sane.
