I just finished the book a few minutes ago so I thought I would write a reaction while it was still visceral.
I read some of the other reactions to the Perrin storyline, and I for one appreciated how his character was developed to the point where his events were woven into other storylines,much like the pattern (world of dreams).
I thought that was, presumably, a clever way of using the theme of the series to finish more than one battle at once. I don't think the series could have finished in fourteen books otherwise.
As far as wanting to know more about what is happening with the Seanchan, Black Tower etc, each one of those plots could have their own series. I, for one, am grateful that this book stuck to the central characters as previous books were distracted from the central story, which made them tedious at times.
I woud have rated this book higher compared to others in the series except for all the type-os, especially in the last third of the book.
