Actually, that isn't true; there are two:
Captain Assid Bakuun: proud of his station, no hint of worry about Seekers
Bethamin Zeami: nearly der'sul'dam, marath'damane and a deserter
Chulein: morat'raken, no hint of worry about Seekers
Captain Egeanin Sarna: one of the Blood, from a military family, and a traitor
Falendre: high-ranking sul'dam, worried about Suroth's response to having been fooled by one of the Forsaken
Banner-General Furyk Karede: a Deathwatch Guard general; no hint of worry about Seekers
Captain-General Kennar Miraj, military commander-in-chief of the Forerunners; not especially worred about Seekers
Almurat Mor: is a Seeker
Suroth Sabelle Meldarath: High Blood commanding the Forerunners; a traitor and a Darkfriend
Banner-General Tylee Khirgan: anything about the Seekers? Worried about political repercussions.
Varek: an under-lieutenant, not concerned about Seekers
Captain-of-the-Air Abaldar Yulan: a general, nothing about Seekers
Why exactly is it a bad thing for people at the top to be under scrutiny? There is not even the tiniest hint that most people live in terror of the Seekers and Listeners. Your concern about "brutal dictatorship" is both hypocritical and hollow.
