I still get the feeling, but this is largely an intuitive leap on my part, that Rand's comment to Cadsuane in TOM is Brandon's retcon to patch up continuity after it's been pointed out to him after TGS that having Semirhage calling the apparatus "a paralis net" as if she recognized it from the AOL that Jordan had rather established in WH that Demandred thought one of her gizmos was a Breaking era invention. So Brandon had LTT mention in TOM that there were some gizmos in her paralis net he didn't recognize and so he suspected it was a breaking era creation, but that he had used the first one made for a man during the WOS and thought his bases covered with this.

The big problem, and combined with Demandred's comment it's the reason why I make the intuitive leap that this is a retcon by Brandon - and which I forgot to mention in my first post Shannow answered, is that this still doesn't explain Cyndane's comment, also at the Cleansing, that she had never heard of a ter'angreal that could break a web, but that it must be that.

Then Brandon had Semirhage casually identify Cadsuane's apparatus, which which she notably broke her reversed MOM as a "full paralis net". So if the detectors-locators were non existent in the WOS, and the weavebreakers didn't either, what exactly what found in a WOS era paralis net, and why would Semirhage recognize Cadsuane's apparatus as such after it broke her web if the AOL ones didn't? I can't help but be tempted to conclude that in Jordan's mind, there were no "paralis nets" in the WOS, and such apparatuses appeared only during the breaking, when the AS didn't have anymore manufacturing capabilities for mass weapons and had to become extremely creative to come up with simple to make but effective stuff.

There's even a certain logic why Jordan would choose not to introduce those during the WOS. If weavebreakers and reversed web locators etc. existed, and clearly they require little resources to make as some were made in the Breaking, then it goes without saying that as soon as those gizmos were invented in the WOS, they would have been mass produced immediately, especially since they were simple and the resources and facilties were disappearing, as the massive advantage to the large human (and largely non-channelling) armies of the Light was all too obvious. With a shocklance and a paralis net, a soldier could stand against a Forsaken. The major problem then would be that if paralis nets were widespread, the mad male channellers in the Breaking era would have been terribly hard to defeat. Too hard. I think this is why Jordan has established in WH that devices like this were not invented during the WOS but where the highly creative yet easy to make creations of very desperate women during the Breaking, and relatively rare.
