Egwene had no part in the brutal testing that the other Sisters used - apparently they got mad when Nynaeve broke the rules, and began to make the test more difficult because they were angry.
We don't actually know who is responsible for each torment. All we have are fragments, and some of those fragments lay the blame for the most painful at Egwene's feet. And even if what you say is completely truthful – evidently it wasn't out of line enough for virtuous Egwene or any of her partisans to object at the time. What does she say? "I couldn't be seen favoring you, but perhaps I should have put a stop to it." Yeah, I bet, you piece of shit.all indications from their conversation was that Nynaeve understood why Egwene did so.
This is beside the point. One can understand perfectly well why someone does something and at the same time consider it inexcusable.
