That seems to be the consensus, since Rand can't travel there, nor can Grady,
and the Aes Sedai there seem unable to make Gateways as well.
However, when Androl is making a new bracer for Jonneth, he makes a small gateway to cut the leather.

Although we don't have a ton of information, we do see from a Forsaken's PoV that the Dreamspike blocks all Gateways except those that are "allowed",
presumably by a person controlling the Dreamspike with tied-off weaves woven in T'A'R or something along those lines.
It seems implausible that it would block Gateways only of a certain size, since one could still attack or kill through a tiny gateway,
with a small stream of balefire or fireball or something.
It also seems implausible that anywhere in the grounds of the Black Tower would be outside the range of the Dreamspike,
since when we see Perrin and the wolves inside the Dreamspike, it covers a large area.
What do you guys think? An error by BS, or is Androl's talent for Gateways strong enough that weak though he is, he can break through a Dreamspike?

Correct--no error. You can only make gateways to other locations within the dreamspike radius.
