And the foxhead medallion can certainly be used by anyone.
Thus, I think in order to make perfect copies of those, saidin and saidar must both be used.

That it was just because she was trying to make exact copies. If there were tiny differences I figured they would work better. You answer seems to make more sense though. I'll take that as the appropriate answer.
