Fain in the Blight - Edit 1

The Shadow and its servants don't like Fain. The Dark One is a control freak by all indications and Fain, is a lose cannon. In tSR they try to eliminate him by sending their top-assassin Slayer to finish him off and there are indications that they still want to be rid of him in later books as well.
In ToM we find Fain in the Blight making his way to Shayol Ghul itself with the intent of confronting Rand before he can fulfill his prophesied blood-shedding on the rocks of SG.
How in the name of the Great Lord and the Pattern can that happen? Surely the Dark One would eliminate him before he can interfere with its plans? This plot makes no sense!
