You can think of Egwene as being a High Priestess of a religion or a High Queen. In the real world, Catholic kings, presidents and political leaders are still expected to kiss the ring and bow to the current Pope.
It's one of the scenes that lead me to believe that Elayne might refuse to join the White Tower. I may be in the minority, but I have a presentiment of disaster that Rand manipulated Egwene to invite Elayne to his grand meeting just as Caemlyn is under attack, but we will have to see how this all plays out.
