It's because of the choices and decisions taken by Rand's descendants, and the Seanchan, and an entire host of others, that the Aiel are reduced to what they become in that vision. You can't blame those things on Rand, that's just ridiculous, making him responsible for everyone everywhere for thousands and thousands of years.
