I am not sure how strong those 3 BA were (if it's even mentioned anywhere), but my guess is that they are strong enough for the 3 way splitting not to be an option even with a weak angreal used at its maximum.

"middle" at best from what we know of them ... "as much as she dared" seems to imply that if she drew more the angreal would make her way too strong to be realistic! She was making an educated guess on how strong one of the FS would be and holding about that much Power. Given the overall strength of the angreal it seems clear to me that she drew on it only enough to be somewhere between Moghedien and Nynaeve, but with room left to be stronger than any woman should be able too be.
If she drew too strongly on it it's possible the angreal would have made her strong enough to be figured out... and she never mentions "all the amazing amount of saidar she was holding" like she has in the past when she's been greatly enhanced.
Also it is fairly certain that Elayne has yet to reach her full potential, especially since she hasn't been able to Channel as much in the last few books. So any enhancement she may have had with the angreal is still not as quantifiable if she's say only 80% of her own potential.
