Yes. They're stupid.

Not in a farm, but as the daughter of the Mayor and the de facto leader of the Women's Circle, and the best friend of the Wisdom....

Brandon made AS all "stupid", they were not when Jordan wrote them.

When Jordan wrote them, the Sitters in particular were clever and devious women, but hindered by a near phobic incapacity to think outside the WT box, because it's been drilled into them that an AS must think and act like her predecessors and unorthodox or original thinking is eradicated out of them during their years as Accepted.

Siuan outwitted them most of the time, not Egwene. Not before TGS. Before that, whenever Egwene made surprise changes to Siuan's schemes, she blundered. It's only with the lesson of her capture she started to think straighter.

Brandon writes Aes Sedai fairly badly, and they've all got a massive IQ drop. The WO too. Egwene's schemes as Brandon wrote them wouldn't have worked on Jordan's Sitters - she would have had to be more devious than this. But Brandon's Egwene is dumber too.

Jordan was extremely intelligent and had some problems writing convincing average intelligent characters at time. Brandon has the opposite problem, he struggles to write the very intelligent characters.
