After the Battle between Seanchan and Rand's forces in Illian/Altara. Many of the Damane that were taken prisoner didn't want to be uncollared, yet they forced issue regardless.
Who are Randlanders to judge what's best for the Damane?
This might make a little sense if the Randlanders invaded Seanchan in a bid to free all Damane and end the slave system there.
As it is, the Damane are prisoners of war. The Randlanders choose to treat them humanely and not torture them as their prior masters used to. They understand that the Damane didn't really have a choice in what they did, and are trying to rehabilitate them. That isn't "spreading their ideology" by any stretch.
I'm nervous.
