When passing the test, they don't remember why they're doing what they're doing, so how are they supposed to remember that it's 'for the Tower'?
So they do it. I would assume by this point in their training that the importance of the Tower above all has been drilled into them so that it's second nature to place it above everything else even if they don't remember why (or what) they hold it to be so. In Nynaeve's case it hadn't been hammered in thus she went with what has been important to her her whole life.
I would assume this is also why the Tower doesn't like 'wilders', by the time they've entered the Tower they already have core beliefs that are not easily changed by Tower training.
