To develop the characters. These characters bring out traits in other, more prominent characters, that we would not normally see. For example, Asunawa was not at all a main character, but because of him, Galad is Lord Captain Commander of the CoL. The other Lord Captains chose Galad of Asunawa. This is just an example, but you can see how the character is actually useful.
