Yeah, it COULD have been an Accepted who saw the Travelling weave. It didnt HAVE to be Elaida (or any Aes Sedai) who knew the weave was going to cause death.

Explain the actions of Perrin's Aes Sedai in ToM. The weave Perrin asked them to do was NOT going to cause any direct deaths, yet they refused saying they could not help.


Of course it had to be Elaida! In the Tower she held all of the "new weaves" very closely. Showing only Tarna and commanding her not to share. That means only Elaida, Alviarin and Beonin were the only Tower women who knew the weave to teach the Seanchan in the first place, and let's face it having Elaida end up being the damane to teach the Empire Traveling is more interesting than Beonin!

Some random Accepted or Novice from the Tower would never have seen the weave much less have been able to easily replicate it for the Seanchan, just like Shalon the Wind Finder couldn't reproduce it just by seeing a completed one ... she would have needed someone to show her how to make the weave itself.
