That heat was so intense! Aviendha stumbled backward a few steps, gritting her teeth, continuing to work. Then there was a sudden explosion as another column of water burst from the river and slammed into the fire. This, along with her own, diverted nearly the entire flow of the river. Aviendha blinked. The other column was being directed by weaves she could not see, but she did notice a figure standing in a window up on the second floor, hand forward, face concentrating intensely. Naeff, one of Rand's Asha'man. It was said he was particularly strong with Air.


Interestingly Aviendha can also match Naeff in effect using Air.

Which tells me that Naeff is truly gifted in Air (perhaps like Egwene with Earth) to be able to match two very powerful women who clearly are not weak with the element.

Naeff is also quite obviously stronger in Air than any AS as we hear later in the scene that only Cadsuane of the AS would have had any hope of doing what Aviendha and Naeff each accomplished with the river. But we have no way of measuring Naeff's actual raw strength ... we know he's weaker than Nynaeve, and given this example I speculate that he's weaker than Aviendha as well, likely not even as strong as Cadsuane since Melaine seemed to think Cadsuane could have matched this feat, but no other AS. Seems to me that Aviendha and Cadsuane would have had to have more Strength than Naeff to match the effect of his superior skill with the element.
