There are tens of thousands of mad Aiel, each and every one of them wanting to slit the treekiller's throat with their own spear. Unfortunately there was only one Laman. Do you know how many blood-feuds could start over who will take down this Laman? So they made a compromise. They would ALL go kill Laman and somehow find a way to wet ALL of their spears. It was a huge success.
The sheer absurdity of that logic only reinforces my point, and if that is actually their reasoning, the Seanchan are going to do the world a favor by obliterating such a morally bankrupt people from the face of the earth.
