The red-veiled Aiel at the end of the book also have glassy eyes with this unnatural smile. I had the thought that these were male channelers that went to the blight and were turned via 13 and a Fade.

(I don't think it's right, since they clearly still fight with weapons instead of the OP, but it's cool nonetheless)
The fact that they used weapons to kill was a blip for me but not enough to overcome the general theory.

generally speaking, the only male aiel that go to the blight are those who can channel. nothing has been revealed regarding what happens to them-perhaps until now.
the similarity between turned channelers and these Aiel leads me to think that these are male Aiel channelers who went to the blight. They were turned. We dont know how many there are but clearly they were held back while their numbers grew.
The fact that this group murdered with weapons doesnt rule them out as being turned channelers. This was the first glimpse of them. We are shown that they are taking delight in this murder. I got the impression that we were given just enough of a glimpse to reveal that these are definitely not "normal" aiel by their faces, their teeth, their veils, their weapons, the fact that they committed cold blooded murder and did so with great delight.
