1) Aren't weak channelers limited in their ability to use angreal and saangreal? If Moiraine is so weak now how can she use it?
No. The only sa'angreal we've ever seen with a limit has been the Choedan Kal. Even Callandor can be used by anyone. Siuan is a weak Aes Sedai and she can use Vora's sa'angreal without problems.
2) During her 'death' scene Moiraine tells us that this angreal is dark, probably created by AoL Aes Sedai darkfriends. It has an unpleasant aura and it is shaped like a tortured woman, hands tied to feet to form a circle.
Why would Moiraine want this angreal? From what she tells us she had been channeling through it for over a year in the Finn world and now that she's free she wants to continue to use it. Sure it gives power (just like the DO gives power) but what it represents is dark and sadistic.

I don't think so. Moiraine says that she doesn't like that angreal but she never says that it was made by darkfriends or that it is a thing of evil. She assumes that the shape is malignant i.e. she doesn't like a woman bound in a circle. She might be misinterpreting it ... that could be a type of AOL custom or acrobat or something.
Many people thought that the angreal was actually a trap ter'angreal because of its shape, and that it corroded your strength in the Power while you used it. It was one of the interesting theories out there explaining Cyndane's reduced strength in the Power.
