It's also suspicious to me that they are all coming from different directions and places yet congregating away from all the other groups. There's groups from all over Randland there - why not join with their appropriate factions?
If he is that basically just means the "Dragonsworn" option to me; they've cut all ties to serve the Dragon, whether they know it or not. Self segregation is always suspicious though, and doubly so with Randland treachery. Should be an interesting, or at least memorable, reveal....
