Dreamers are born with the ability to enter on their own and have greater innate skill with entering.
But given that we've seen all of the Forsaken in the Dream at some point in time (I believe),and I doubt they are all dreamers and have ter'angreal, I think there must be some way to use the OP to enter T'A'R that can be Learned.
Of course, if they have all had ter'angreal when they've entered, I'm barking up a stupid tree I don't remember well enough to declare myself Correct.

There is a way to enter by channeling. It's been done on screen by Egwene when she used it to travel from the waste to Salidar.
