I thought the rush was in order to exact the "dragon's peace" on the various nations. basically he's lying saying that he'll break them the next day. he may accept a need to postpone as a bargaining chip with the leaders of these nations.

Nope. In the epilogue, we get a short POV from Rand, where he thinks that he will break the seals regardless of what happens. Unfortunately, the POV does not tell us WHY Rand wants to break the seals so bad without a proper plan in place first.
