In tGS, DarkRand very nearly threw a tantrum, saying he would destroy the Guardian and such. This was brought on by the news of the Borderlander armies hiding in Far Madding, defying and challenging him. In that state of mind, Rand would have walked into Far Madding and leveled the place with the True Power.
The quote you highlighted is basically Rand implying what could have happened to Far Madding if he had not defeated the DO's corruption upon his soul.
And ta'verenness is not something that can be blocked by anything that is part of the Pattern, the same Pattern that ta'verens manipulate. And the Guardian, while ter'angreal to block the OP, is still very much part of the Pattern. So the Guardian (or even a Stedding for that matter) wouldn't affect his ta'veren aura.

It would certainly explained Rands hushed tone. Destroying the Guardian would probably take a lot of whatever power was used, and do a lot of colateral damage to the city. If it were the TP, a great deal of the DOs essence would pour through Rand, not just the True Source with a skim of evil, but the pure thing. The effect that would have on Rand, especially pre-epiphany Rand, is rather disturbing....
