He just needs two women to stabilize the flaw. There's no strength requirement as far as we know (unlike the Choedan Kal). Elze and Merise have used Callandor, and while they're both stronger than Moiraine, they weren't exceptional at all.
Everything we do know indicates the second will be Alivia and not Moiraine, so I don't see the relevance anyways.
Speaking of, we know that Moiraine has one last thing to contribute to the world/Dragon Reborn: has this been discussed anywhere recently? I don't recall reading a thread about it.
