This ability that manifested itself in tGS is nothing to do with the power.
In tGS Rand used this to try and force the pattern to work in his favour. Now however, it seems more passive, regenerating the land, fighting back the blight.
Correct. Having taveren abilities just means that you are tied more strongly to the Pattern, and vice versa, thus allowing it to bend to you in certain ways, or you bending to its ways (aka fate).
