Based on the Viewings it could be that., but I think that one got fulfilled long ago. - Edit 1

It's hard to be sure.
There are two distincts Viewings, which may be connected or not.
The first Viewing (of Rand) was about Rand experiencing something really bad at the hands of women who can channel. Min was the viewing were unclear/confused. She hesitated and told Rand that it might happen more than once, she wasn't sure. One of them was clearly his capture by Galina's group, though he's got many days of bad experiences, and it might account for the full Viewing.
Elaida's letters to rulers (and Nynaeve's channelling) landed Rand in the cell in Far Madding, where his claustophobia made things very painful.
Another obvious occasion is Semirhage's capture, and finally Semirhage's escape!
This Viewing was sort of open ended, so there may be more coming.
The second Viewing was of Perrin. Min saw that Perrin would twice have to be around Rand. If he isn't there, something terrible for Rand will happen for sure, but Min could not see for sure if Perrin's presence would avert the bad thing. It seemed confused again - Min's viewings about "multiple events" are often that way (the fact the first viewing was about something that might happen more than once is what made it all jumbled/blurry/confusing, according to Min herself).
There are a few theories about how the Viewing got fulfilled. Some think Perrin's arrival at Dumai's Wells is the first occurence, and another event is yet to come, and might be his presence on DM in TGS/TOM. Brandon mentionned the wolves were on the mountain to help Rand, so while nothing major seemed to happen from Perrin's presence, it's not impossible "he helped". It would have been clearer if that scene occured during Veins of Gold as it should have. We'd know at which point Perrin touched Rand, and if it's when his mind cleared or something.
My theory is that both parts of the Viewings were fulfilled in LOC. I think the first time Perrin had to be there, and the first reason why Min couldn't see if his presence would prevent things happened, IMO, in Cairhien. Perrin decided to go hunting, and so Rand's capture went unnoticed for days. He was absent, and something really bad happened.

Perrin's attack delayed the Shaido until the arrival of the Asha'man, which saved Rand from "women who could channel" and something really, really bad happening to him: capture by Sevanna, followed by falling into the hands of Sammael and Graendal...
Min's viewing of Rand was confused, because it included his kidnapping and torture, the possibility he fell into Sevanna's hands, his two encounters with Semirhage.
The Viewing of Perrin was also a bit confused, because once his presence might have averted the worst, but the Wheel had a prophecy to make come true... The second time, he was there. His presence didn't avert all harm, and on his own he would have eventually fallen, but without Perrin delaying the Shaido, the Asha'man would have arrived too late.

now my question would be..does this count as the 2 time Perrin needs to be there for Rand..from Mins viewing that Perrin needs to be there 2 to save Rand???
