Elayne intended to use the Band and the rest of her armies against Perrin only as a last resort to suppress an attempt to revive Manetheren and take over half of Andor, or even try to take over te whole of Andor. As far as she knew when she first met Mat in ToM, this was a distinct possibility since Perrin had raiased a big army, raised the Manetheren banner and also had this fight with Rand before he left for Ghealdan (she doesn't know this was staged). As far as she knew before meeting him, Perrin's forces may have had no intention of participating in the Last Battle and raising them to take over part of Andor is just as likely.


Unfortunately not. She opened their discussion by saying she was considering executing them. The real problem was that Elayne's rule was not secure, and appearing to be lax in her treatment of rebels might incite other nobles from regions actually part of Andor to be less than expedient in their loyalty. Some of them might actually consider outright revolt as well, following Perrin's example. I imagine a particular concern would be Lord Jarid Sarand, who remained unaccounted for. The fact that she actually sent tax collectors to the Two Rivers is hilarious though.

As for Cairhien, she tried to take over it peacefully and it cost us quite a bit of of her personal holdings, which she would have to use to compensate those Andoran nobles which lands were used to convince the Cairhienian nobles to support her. This doesn't strike me as an action of someone who cares only for her personal power and Andor's expansion.


It cost her nothing. Those lands she gave were part of the Cairhienin lands she gained.

My reading about the mentioning of the Band "as part of my army" in Cairhien is that she intended to use the fact she has the support of so many Cairhienian soldiers (including quite a few nobles) as a tool to convince the other nobles there to accept here easier and with minimum fighting, preferably none at all.


Yes, you are quite correct in your understanding. I never meant to imply that ELayne desired war, and that particular mention was a reply to fionwe's "she wanted to send the Band as a bandit-hunting gesture of good will!" position. Elayne objective in sending her forces, and the Band, to Cairhien was to establish her authority over Cairhien by force if needed. I don't mean as an invasion, she had a valid claim to the throne, but more as a martial law type of situation while she put down dissent among the locals and ensured the loyalty of the local troops. The soldiers would also be a show of force discouraging hostility from the Cairhienin. The Band's Cairhienin would be useful in this respect because as nationals themselves, people would be somewhat less likely to riot against their authority. However, they're still in service to a foreign power, and mercenaries to boot.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
