Actually, it's her modus operandi. She has prattling developed to a Talent, remember? And she might have partly been rushed because she had to take the time to meet with Aviendha. I think it likely she was ordered to intercept and kill her.
Also, there are no timeline inconsistencies for Verin=Nakomi.
