Didnt RJ state somewhere that prophecies are more like Guidelines? Just because there is a prophecy, even a true prophecy, it doesnt mean it will come to pass?
It depends what you call "prophecies". Foretellings are (or were, until recently ) absolute. They would come to pass, but they are also very vague. The details of how a prophecy is realized are probably never set in stone. The old foretellings are still absolute, the more recent ones aren't as certain. RJ seemed to imply the state of the Pattern makes the future uncertain. The Wheel sees the weaving of the future, but it's no longer able to make sure even the "great lines" will come true.
Min's Viewings are also absolute, or were before the chaos
Dreams are just possibilities, but them more recurrent they are, over time, the greater the odds that future will happen.
The WO rings show tons of possibilities for the future, it has many outcomes, based on choices.
The Aelfinn's answers are absolute, like Foretellings.
I don't remember RJ saying prophecies were like guidelines, at least not in the sense you interpret it. Thye don't seem to be about exact events, with a very precise way they will come true. Foretellings rather seem to point to elements of the future which cannot be changed, that the Wheel has already set in place. But like RJ decided on main events and decided later how to go from A to B as he wrote a specific book, it sounds like the Wheel nudges things so point B will be reached, but how it will indeed be reached in the end is not set in stone. It depends on people's choices, interference from the Shadow etc.
