Sure, Slayer could have done it alone, but why not add another spicy character like Graendal? I don't understand why everything has to have a point, and why it can't just be accepted.
If she was added for spice, it becomes a problem that she is insipid (in the "without taste" definition of the word, mostly).
For instance, Egwene could have been given the task of defeating Mesaana with the Wise Ones. Why include Nynaeve? Because it adds excitement. And I'd answer that for any number of scenes where characters seem to be redundant. I'm all for adding Forsaken into any scene if its going to create uncertainty and good reading.
The problem is that it doesn't create good reading. I spent the entire arc waiting to see what Graendal's contribution to what was described as her plot was going to be. And it never came. It makes me wonder if the entire story wasn't already written and Graendal's involvement was suddenly added in later for some inscrutable reason.
Your example with Nynaeve is completely different - in that case she was just one of the soldiers under Nynaeve's command in that battle. Her role is relatively minor. But the entire scheme is supposed to be Graendal's "plans on perfect plans", she shouldn't be an random name drop, the plot should bespeak something of her character. This is like writing the Tower Split storyline in a way that makes Egwene completely optional, or the Golden Crane arc in a way that doesn't really require Lan's presence.
If the scheme is supposed to be something of Graendal's, then it should show Graendal's involvement.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
