Those are separate instances. The first part likely has nothing to do with the OP. Egwene at that point is uncertain about Mesaana's abilities at TAR. She even says when she sees Katerine that she is surprised the whole black cloth thing was a weave. She thought Mesaana was holding a complex disguise on while at the same time fighting in TAR. Plus, the woman is undoubtedly stronger than Egwene in the OP. Enough reasons for caution.
The second time, Egwene is saying Mesaana is strong in the OP. That she would say it now implies she didn't sense it before. And Egwene saying Mesaana is very strong in the Power proves nothing. We all know she is. Very probably, Egwene is also in the "very strong" category. This quote doesn't prove anything.
This isn't an attempt to rattle the sabre, but I think this once again reinforces the pronounced gap between Mesaana and Egwene in strength. It echoes her earlier statement in the series about her inability to face Moghedien, but I think its even more specific. Some posters may disagree, but I think that Egwene shows clear awe for Mesaana's strength and is not just below her in power but considerably lower as I hypothesize.
Yet, Moghedien thinks Elayne is strong enough to be trouble in tSR? Elayne hasn't even reached full strength yet. This claim makes no sense.
