It's Elayne's PoV and this is the passage
"Birgitte took the news more seriously, beefing up soldiers on the Andoran borders. Still, Egwene would very much like to take control of Cairhien; if Trollocs were to march on Andor, through her sister realm would be one of the avenues they might use"
I think it may be a typo and instead of Egwene it should've been Elayne there. The whole passage seems weird to me the way it is now. This mention of Egwene taking direct control of a kingdom (which also happens to be one Elayne for herself) just like that against all Aes Sedai tradition, is never followed up and there hasn't been any indication from Egwene's PoV that she wants to take direct control of Cairhien. If it's Elayne instead in the passage, it makes much more sense.
I normally wouln't have suggested the possibility of a typo for something like that, but the book is so littered with them, it's quite possible this may be one too. A few pages before that it was written galad when it clearly should've been gawyn.
