Because if the circlet is nigh sa'angreal, and Lanfear is the most powerful female channeler, she ought to have obliterated Rand and co. Unless:
a) she was holding back for some reason (Further clarification from Cyndane in AMoL would be nice if this were the case)
b) Rand's fat man is capable of drawing more OP when "forced"... like an elastic band (and we've never seen more than one angreal of this sort)
I mean you're an OP expert: was Rand even at his full strength then?
Either way, I hope we learn more of the bracelet. I remember from FoH, Moiraine saying she had a disliking towards it. Was it because she knew what it would compensate for in the future? What more is there to this nigh-sa'angreal than meets the eye?
Edit: Just went back and read the scene. Lanfear is toying with them (thus shoving the theory to option (a)) but her attempts at cutting Rand off from the Source are well-countered by Rand. So this means that the bracelet is not as powerful.

"An an'greal; unless Rand had his own an'greal, she should be able to crush him with that. Either he did, or Lanfear was toying with him."
The quote suggests that the bracelet is not that powerful. Either that, or the little fat man is nigh sa'angreal and Rand just doesn't realise it when he identifies it.
I'm leaning towards the latter.

I think the whole scene should be taken with a pinch of salt. I don't think Rand's angreal is all that impressive. Lanfear starts to draw more and more as she battles him - it's her intention to slowly overwhelm him and break him down painfully. He mentions that her attacks are getting stronger and faster all the time. She probably didn't use the angreal's full potential. She only needed to draw a little extra anyway to overwhelm any man, so drawing the full force of it would have been pointless.
