Not to many in the Westlands because of the oaths. But have we seen any in the hands of the Seanchan? Doesn't seem that difficult to do, Perrin's guy didn't even know what he was doing and Perrin gets a hammer that burns shadowspawn. Wonder if it does that to people too? Why no seanchan power weapons?
And since he is ta'veren the Pattern made it so he got it. Also, MissKoalaVB makes an excellent point in that damane aren't allowed to be creative channelers.
