Not to many in the Westlands because of the oaths. But have we seen any in the hands of the Seanchan? Doesn't seem that difficult to do, Perrin's guy didn't even know what he was doing and Perrin gets a hammer that burns shadowspawn. Wonder if it does that to people too? Why no seanchan power weapons?
... part of the explanation for this is that the Asha'man in TOM used the flows men are better at than women, to begin with, and in the middle of it he had to call women to join him in a circle so he could do what he felt he ought to do.
That speaks of one of two possibilities: either it's really mix gender stuff to work the way it should - meaning it's been beyond the capabilities of women since the WOS, and beyond the skills of the Asha'man before they started linking, or else it required a great deal of strength, more than a single damane, who don't even use angreal (perhaps because they don't work with the a'dam) can achieve.
There's also the fact that the way the Seanchan see damane, they don't exactly create the proper situation to innovate with the One Power. The ways in which the Seanchan use their damane seem a great deal more conservative than even the WT. Just look how the Seanchan damane have the skills to make ter'angreal, and all they are apparently used for is to make more a'dam...
