I think what she means is that Cairhien is still a politically unstable place. The Aiel, Galladrian, and Rand has taken its toll on the country. I'm interpreting this as the concerned Amyrlin for the country itself, not a move to gain full political command outside of the White Tower. Similar to any Amyrlin wanting Tear and Illian to stop quabbling, which they have now.
