Explaining the boat incident is an issue that is confusing and hard to clarify. But the circumstances result from the threads of the boatmen being burned back combined with the damage to the boat, but NOT because the thread of the boat burned backwards, because it hasn't one.
Here's a test situation: If you shoot someone with an arrow through the head and then balefire the floor beneath their dead body... Did the floor vanish before the arrow hit them and thus allow them to fall below the arrow's path, meaning they are now alive? I personally do not believe this to be so. The person is still dead with the arrow through their head. If you believe it reverses the victim's fate, then we do indeed view the mechanics of balefire completely differently.
However, I agree with you that there is no evidence to declare that balefire can or cannot affect a One Power weave, which is why I worded my previous response very carefully to indicate that it would not result in a temporal reversal, but I left out whether or not the targeted weave would be destroyed.
