i always thought this just had to do with the queen not having an heir and her next living kin being next in line.

that was almost the first thing out of bashere's mouth when he confronted perrin about the marriage so i always assumed perrin would end up king of saldea and probably a whole lot more given alliandre's oath to him.

although that may be a gray area since she was actually swearing to the dragon thru perrin but that may not matter much after the dragon's pushing up daisies and perrin's still around to offer his protection.
