I am a little tired of the repetitious thoughts of our characters too. Still, I would say that at least it's consistent with the character. Perrin has always been reluctant about his leadership, and extremely averse to being set above other people (or defaulted into Lordship). TV shows and movies often annoy with these sorts of callbacks, but I guess I'd rather that than the sudden character action that only occurs because of the writer's desperate plot needs...
While it's annoying to hear one of the most pivotal characters in the WoT story complain again about his banner, it's possible it might actually come to something (Perrin's Smithe-land and Wolf-Only Habitat will surely dot the future map). Will we have an explanation for that ridiculous "Broken Crown" alluded to before? Will it turn out that Manetheren ruled over the area of Saldaea, and by claiming its banner he's set himself up to be a Borderland and Andor-area ruler? Wow, that would be a lot of development at once, right? Make the obsession over it seem a little prescient too...
Of course, this tedious character thought had to follow hard on Perrin's explicit acknowledgment that he's magically connected to the DR that's simultaneous with him denying his taveren effect. He does seem to veer into repetitious stupidity, which is annoying whether it's real or fictional. Seriously, an Aes Sedai, a deadly Gemini-Man, and a Queen's Cousin all told you that you draw people to you. Take the hint, pal...
Sadly, I can't blame you if you sound a little jaded here, because I fear his "necessary" conversation with Faile may basically involve a lot of Perrin asking dumb questions (e.g., "do you blame me for your capture/not rescuing you sooner?", and Faile doing a lot of lying denial. Denying, followed by internal thinking in complete sentences she could try sharing with her understanding, reasonably-mature man. And so the cycle of stupidity continues...
What I would hope for, by this point in the storylines, is Perrin demanding that Faile stop lying about every little or big thing she chooses, that she just tell him what's up and what's happened. Then she actually does that, and also demands that he just open the hell up about all the self-worry and -doubt that he's miring himself in. As with her nobility- and his wolf-revelation, they will be on even footing and have reached a new, deeper level in their relationship and respective emotional development.
Here's hoping.
If the whole "oh my god I'm always in control but I'm terrified that I'm terrifying myself into losing control and then I sorta lose control in stupid ways for 5 minutes" (whew!) character arc is necessary, Perrin can have his moment of supremely stupid doubt by thinking that he was wolf-like and thirsty for blood when he needlessly killed those Aiel. He'll soon realize that he did what he had to do and that no one could blame him for the mistake under those circumstances. And also that his emotional "high" during combat is a valuable tool for the upstanding person in mortal peril.
Then he and Faile will have lots of Ladyhawke/Saldaean-Harvest-action, openly mock Berelain's non-sex-having status ("you haven't got any since that treaty you made!" and Perrin will finally stop being such a repetitive nit. Even after he has to pull his hammer out of Slayer's dead face.
That would be lovely.
