Whether he tells her to or not, there won't be another large battle. Just as Galad realizes that the Whitecloaks fighting each other only hurts the forces of the Light, Rand has realized that any fighting between his forces and the Seanchan also hurt the Light. It fits what the Finns told him and what the prophecies state about the north and east being connected, the west and south, and the two being as one. Plus, Nicola's Foretelling shows that the Seanchan will still be around after the Last Battle.
With the Seanchan on the full offensive against both Egwene and Rand I find it hard to believe that he'll simply ignore them. He's got to bring them in line before he can afford to turn his back on them... at this point they might as well be working for the Shadow since they are at open war with Rand.
I wouldn't be shocked if the Hall declares war on the Seanchan even knowing that it will given Egwene a broad array of power there. What choice do they have? Rank and File AS would be outraged if the Hall decided to play a political game in this case.
The Hall may still call for War on the Seanchan, but Rand will still tell them that they must let it go until after TG.
Of course she'll be upset if he says that to her, but I'm thinking he's not going to say that to her. Tuon has officially escalated her war effort against him and they may have no choice but to crush the Seanchan.
